UTS Systems Acquires Hercules Manufacturing, Strengthening Its Mobile Power Manufacturing and Customer Support

FAIRFIELD, VA – UTS Systems, LLC (“UTS”), a leading innovator of rapid-deployable military shelter systems and equipment, announces its acquisition of Brinkley Technology Group, LLC (d/b/a Hercules Manufacturing) (“Hercules”) a key partner and supplier of generators, heaters and trailer-mounted support systems that are integral to UTS’s diversified product line.

This acquisition brings Hercules, a certified Perkins engine dealer, into strategic manufacturing alignment with UTS while streamlining customer service, support, and product offerings in mobile power and environmental control systems. Hercules’ facility in Massillon, Ohio, will continue as a hub of equipment manufacturing and engineering innovation as part of UTS.

Mr. Strick was responsible for business development and government contracting at a variety of top defense contractors and in key leadership positions in defense acquisitions for the U.S. Department of Defense.

Mr. Custer has over forty-five years of experience in the defense industry. He provides deep knowledge in contracting and business development. He served as an executive and a board director at various notable defense contractors. Mr. Custer was responsible for leading business development for major defense programs interfacing with all branches of the U.S. Department of Defense.

JUNE 30, 2022

Fort Walton Beach, Florida (June 30, 2022) - UTS Systems, LLC, a leading provider of rapid-deployable military shelters, mobile power, and environmental control systems, announced today that it closed its acquisition of Dynovis, Inc., a long-standing engineering and manufacturing partner. The combined company will operate as UTS Systems, LLC with headquarters in Fairfield, Virginia.

The transaction brings together sales, engineering, manufacturing, and program management capabilities to provide customers with a “single company” experience. UTS Systems will continue to support customers and programs from its combined facilities in Florida and Virginia, bringing together over 125,000 SF of dedicated product development and manufacturing space.

James Maurer, former COO of Dynovis, will lead the combined company as CEO.  Tom Eggers, former CEO of UTS Systems, will lead Sales and Business Development as Senior Vice President. Both Mr. Maurer and Mr. Eggers are industry veterans and leaders in the development and manufacture of expeditionary shelter systems. Phillip Won, also an industry veteran, has joined the company as CFO.

When Tom Eggers and his colleagues founded UTS Systems in Fort Walton Beach, Fla., to sell shelters and accessories to the military, he figured they had a leg up—after all, most of the company, including Eggers, had served in the armed forces. He was right. His experience in chemical/biological collective protection for the U.S. Air Force gave him good ideas about what products the military might be interested in. But Eggers also found out that some things had changed since he served, and it was important to keep adding staff with more recent experience. “The mission changes, and needs and wants and technology change,” Eggers says. “So we hire new folks who have been in the field recently, to get the perspective we need.” It’s one thing for a product to look good on paper, Eggers says, and another to know that it’s going to work in the field. Take tent installation. “Everybody’s got something better to do than set up tents, but that’s usually the first thing that needs to be done by troops in the field,” Eggers explains. “If we can bring innovation to the things they need, and make their life easier, they can be faster to what the mission really is. But you need the opinion of the guys who have done it recently.” Eggers says UTS also wants to be proactive, getting systems out to troops preparing for exercises or deployments, which can influence what specifics a later proposal may call for. “You see if it’s going to work for them versus sitting back and waiting for a request for proposal to come out. We wouldn’t get repeat customers if we just proposed our standard products all the time. Instead, we tailor our systems to improve their mission.” Eggers notes that the people in the field are not afraid to express their opinions about what works and what doesn’t. “You have to have pretty thick skin,” he laughs.

Department of Defense contracts can be lucrative, but it takes work to get in—and to stay in.

Any company in the specialty fabrics industry would be interested in doing business with a client that has a budget of more than $700 billion, right?

You’d think so. But big numbers can come with big challenges, especially when the budget belongs to a government: in this case, as you may have guessed, the U.S. Department of Defense (DoD).

While many specialty fabrics suppliers and fabricators regularly do business with the military through the DoD, including some who count on it for a significant portion of their income, figuring out where to start—and how to get in the door with a new product—can be a tough task. But it is possible.

“It can be daunting to the uninitiated,” says Ron Houle, founder and president of Pivot Step Consultants LLC, a Burke, Va., firm that helps companies that want to work with the military. Houle will speak at IFAI Expo on “Making (Some) Sense of the DoD Budget.”

“Just take a cursory look at the defense acquisition regulations,” Houle says. “It’s hundreds and hundreds of pages. Left to your own devices, even with a great product you want to get into the hands of the military, you’d be hard-pressed to know where to start, who to see, where to go and how to manage your expectations.”

There are people like Houle who make a living helping companies understand the complexities of the process and assisting them in navigating through it. The U.S. government also supplies resources to help (see sidebar on page 37). But Houle and other experts in defense procurement say prospective military vendors need to pay attention to a few considerations before investing in research and development for a new fabric or end product.
